Is it safe to paint paper lanterns?

And if so..what kinda paint would be safe to use and what kind of watt lightbulb is okay?

Im thinking of buying a string of small white paper lanterns ( like the ones people buy to put out on their deck..all on one cord like christmas lights) and painting little pirate ships and anchors and pirate related stuff on them for in my room..maybe do a couple big ones with a more detailed scene. Any more ideas in relation to this are also welcome!!!
i woudl be painting the OUTSIDE..and all I want is any kind of black paint that will make a nice sillouette
