i am not entirely sure, i wish you provided more context as it might be easier to figure it outwhat i THINK the first part means is " at that moment in time he was happy and ready. but if a disenchanted person (someone not 'into it') was watching/involved it might have turned to paint and facility"i don't really get the 'have turned to paint and facility' parthope this helps
