How to blend colors using Paint (On a computer)?

I want ot make an image that is blue but I want it to blend in with other colors

For example from light blue to navy blue but I dont want the line where the colors meet to be visible

Any answers will be apreciated!!
An if there are any programs that can do this for me can you please list them
