concrete wall in house has a lot of moisture paint keeps bubbling help?

just purched a house one of the rooms has what seems to be a partial concrete wall i think it was onece a chimeny that has been coverd it has alot of moisture which is causeing the paint to buble off and is turning the surounding walls yellow what do i do???
