DO I need a vendors lincense if I'm not selling a product? I'm making money off of tips for face painting.

I 'm starting my face painting business soon. I want to set up my face painting table in areas around my neighborhood. I m not charging i do it for free to build up my portfolio. I receive money from the tips however.So would I need a vendors license?
