Neutral colors are drab and blend with everything - like grey and beige.

Evidently, the Interior of Sain Peter's Rome is a riot of color. It would have been terribly modern if it were rendered only in neutral tones, so I'm going to say "achromatic colors."

Achromatic means without colour.

I would have to say neutral colours, however; if you look at this image, you can see figures in the foreground wearing red, which is not a netral colour. I would maybe say the overall colours are subdued, with some accents of brighter colour.

"a" -without
"chroma" - colour

Achromatic is a description of something being colourless.
Which limits it down to black, white and greys.

Neutral, however, can include light greys as well as very light colours, i.e pale tints, such as cream, pink, aqua.

I do not know Pannnini's painting, but having had a visit inside St. Peters, I would say it would have to be neutral.
