How can I change a GIF's background from white to transparent in Paint Shop Pro 7?

How can I change a GIF's background from white to transparent in Paint Shop Pro 7?

I have tried "saving as" and cut and paste as suggested but neither ask me about the background or transparency. Am I missing something or does this program just not have the capability to do this?
