Is there anything less complicated then Photoshop elements and more

advanced then Paint? I am trying to build my first website. I know how to make a website, but when it comes to the "look" of the site, I am lost. I don't want it to look amateurish. I purchased Photoshop Elements for my MAC. I am slowly learning but I can't seem to get the hang of it quick enough.
I tried Paint on my PC but that's too basic. Does anyone know of something a bit simpler than Photoshop that I can try? (MAC or PC)....pref. Freeware..

Also....does your host have any major factor in the look of your site?
