Hi! Since you do not mention in your question whether you are interested in learning from online tutorials, or actually interested in getting an online degree in art, I will address the first impression.

I suggest you start with drawing, as it is fundamental to painting and all other arts. Set goals for yourself, like devoting 5-6 hours a week (which is what a drawing class would require minimally), then work at your own pace, and really enjoy the experience. Keep in mind that the more you draw, the better you will get.
