Paint.net or Corel?

I take alot of pictures and I would like to do some heavy editing.
What program would allow me do this?

I would like to play around with eyecolor, body shapes and backgrounds...

Which do you suggest?

I want to eventually buy photoshop but I want to try some other things out first.

I would say Corel probably, it's has a few more features than Paint.NET if I recall correctly.

Obviously Photoshop is the best, but you might also want to consider Ulead PhotoImpact and JASC Paint Shop Pro.
