You can use the "Saturation Up/Down" tool, which is one of the "Retouch" tools you can find on the main tool bar. Then you can just "paint" the areas that you want to make black and white (everywhere but your eyes). The other way to do it would be to select the areas you wanna make black and white with the selection tool, then adjust the saturation in the selected area. Setting the saturation to "0" will make the image black and white.
