Can I paint over paneling and make it look good?

I my room is small and has light blue carpet and very ugly wood paneling. I want to paint it a dark blue, but my mom keeps saying it will look awful. Is there anyway to make it look normal?

What all should I get, and can I get these things from wal-mart? I don't have a home depo or lowes near me.
