Can you make a signature tag with Paint Shop Pro XII (12)?

I am thinking of buying the latest version of paint shop pro but I am unclear if I will be able to create the signature tags that are all over the web. Is this possible with this program? I have read that paint shop pro 9 will do this but I cannot find it in my local stores. Also what about animation? I cannot find animation shop except as a download on the internet. Is there another version of this coming out soon?
