How do you cut a round object out with microsoft paint?

I want to cut some mag tyres from a tyre website on a photo of my car, but I cannot cut a round object with Microsoft paint. The select cut tool is square thats no good... and with the free form select tool its impossible to cut a perfect circle with a mouse (for me at least anyway).. So is there a way to cut circles out of pictures with Microsoft paint? or abobe photoshop maybe cuz i have that too.. thanks for your time
