I really like Krylon it might cost a little bit more but its worth it. I t covers really nicely. I would say you would only need 2 layers at most if you use Krylon, a cheaper brand might need more.

They make krylon for plastics

There is also a spray paint made specifically for plastic. You might want to consider it for the plastic parts and something else like Krylon for the wooded fins.

You could paint the fins and then mask them off with some blue painters tape and then paint the body.

Be sure and use a gloss paint.

As to the number of layers. The biggest problem with spray paint is the tendency to have runs from putting the paint on too thick.

Practice on a card boad box or something similar to get a little practice. Then put on thin layers of paint. Make it 4 or 5 layers if necessary but don't try to do it in just one or two.
