Ok so we jsut bougt a house and I love it except for the walls in the master bedroom! There is a wood panel in the center of the wall that goes all the way around, and under the panel is dark brown and above is white. ugg it is so ugly but I dont know what colors would look good or if I should go for a solid color! so somebody please give me some advice!

I would say that you need to go with your favorite color. Right now my bedroom is a warm peachy shade because I found it restful. Before that it was sage green. Both of these are warm fall colors. If you like cooler shades try a lighter shade of green or blue for a more beachy summer look. If you like the deep royal colors, there is always hunter green or darker gray.

I think the solid wood chair rail sounds nice, but you probably want to use a contrasting color like a warm coffee color or beige...but I also think something in the green family of colors like a sage or basil will be very pretty with warm wood tones....and I think I would paint the whole wall the same color!
