Paint not sticking to new walls, any solutions?

I'm painting new plastered brick walls that were plastered about 6-8 weeks ago. The plaster appears dry yet when I apply paint, the paint comes away in paper like flakes as if it were not sticking to the walls at all. The first coat I applied was well diluted with at least 50% water as required, Following that I tried applying a PVA compound but nothing seems to adhere. Is there a problem with the plaster and how will I get the paint to adhere?.
Thanks guys but I did prime the walls using a DURABOND solution, didn't work. Any chance the plaster is contaminated?

why don't you prime the wall first then paint it.
