bad vax on the car .what can i do to fix cirles on the cars paint ,its black.?

i just bought a car ,its only 3 years old ,its black and it has cirlcles on the paint from a bad vax job.is there a black vax i can use or some thing . hand wax it or what should i do to fix it. it looks realy ugly when the sun hits it , becouse its black you see cirlcles even more
