How can I paint over the black spots on my VW Beetle steering wheel?

How can I paint over the black spots on my VW Beetle steering wheel?

I have a 1999 Beetle and when I bought it from the original owner it had black wears on the silver part in the steering wheel.

I was thinking about buying a certian paint and going over the black spots...but not sure.
