use paint thinner its very powerful so try not to get it on any other objects or else it will result in the paint flaking off i am in the auto body business and this is a widely used product from everything from cleaning sanded areas to adhesive removal

but for a cheaper fix i would go with gasoline if you soak the part by laying heavy coats of it on the paint it will bubble and just gently rub off but the same effect will happen if you get it on other parts.

You don't say what the material is (plastic or metal) but there are all types of paint strippers (mild, such as citrus based up to the most caustic commercial types) that would soften the paint up in just moments. You just need to "push" the paint off then. If you're ready with water, it should dilute quickly enough so as to not do any "chemical" damage.
