is there any way i can paint the top portion of my back windshield myself?

i recently got my car windows tinted and the top portion of the back windshield i guess has those lil black dots on them. is it possible for me to spray paint it myself? and i'm pretty sure i'm supposed to spray it in the inside. how does the paint shop do it?
