Do you think poor governance is due to wanting in philosophy?

No. Most politicians do not even have a personal philosophy; such things are far to complicated for the average politician.

A very few politicians are actually capable public servants but most, in any country in the world, are just average to below average individuals who do not want to work for a living. They know their abilities well enough not to want to try their hands at making a living in a competitive market place.

This general incompetence accounts for much of modern man's automatic problems, most of which, are absolutely unnecessary.

We, in the USA, and many peoples around the planet, have poor governance because of the general incompetence of our politicians.

I assume we must deserve the punishment because we do nothing about it.

Poor goverenence is due to a lack of wisdom and experience and philosophy is the love of wisdom. So I suppose that the two have one word in common.

Poor governance is due to a lack of good leadership skills and a lack of management of which a part is the philosophy behind the matter

A person inclined to philosophy is most likely to become a good leader due to the reason that he is prone to seeking the truth, the morality and ethics, and the logical/epistomological outcome of all that which he will decide on implementing or delegating.
It goes the same way with any group/agency/society in this matter.
