Even if society is evolving, is it made up of obsolete parts?I'm trying to figure out how different types of governments and philosophies might affect the course of progress in society and even what progress in society is. I think that physical evolution has been halted by the advent of modern medicine that keeps so many basically unhealthy people alive and reproducing.I think that cultural evolution is still going on - in fact it's going faster than ever as cultures are intermingled.

I wouldn't say that's "fair" to say. Being civilized doesn't stop the change in alleles and selection, etc. that drives evolution. The timescale of civilization is too small to notice major evolutionary changes in humans anyway. But you sound like you are interested more in social evolution than biological evolution.Since I am not an anthropologist or sociologist I can't help with that.

evolution is a matter of death prior to reproduction, the extent that childhood mortality is modified, so is evolution; ok by me, when times get hard, and in particular if there is massive death then evolution will resume, i suspect evolution is nearly halted except in times of massive % of death; google or otherwise look up Haldane's Dilemma
