No. But there can be no final answer. It is the problem of 'other minds'. We can not get outside our own subjectivity, and hence we cannot know another subjectivity subjectively.

Qualia is accessible if only we had a process of replacing, little by little, one person's brain states with another's, so that not only 1) does personal identity never break down, but 2) the qualia could be compared. It is also not a logical impossibility to join consciousnesses together. Is it presently feesible? No, but it isn't impossible to find out.

I think it would not matter. The ideas I get from certain colors are associated with experiences of objects that contained that color. As long as they remain consistent, the sky is qualitatively blue no matter what.
