Does anyone know what is meant by the phrase "death by a thousand qualifications" by anthony flew?

I've never heard of Anthony Flew, but I've heard the expression used by professors to say that a statement has lost all of its effectiveness because of the qualifications that came after it.

For instance:
Statement -- I like to give to charity.

Qualifications--
Unless I'm low on money at the moment
unless I'm in a bad mood
unless the charity supports something I don't agree with
unless its a full moon...

Pretty soon it doesn't look like "I like to give to charity" is true anymore. That is death by qualifications.
