Specs I should look for for a photography computer?

My budget is $1300.

I'm thinking about building my own desktop PC too so detailed tech specs are appreciated.

I'm in high school so I was also looking at laptop since they would be helpful with studying at the library, coffee shop, ect. The only cons are their price and harddrive space for my photography.

2-4GB memory at least 2.0 Intel Dual Core, 250 - 500GB HD

I use a MacBook Pro for all my editing.
