Looking for instructions on how to use old GE photography light meter?

It was made by General Electric in 1945-50.
Model 8DW58Y4
Meter reads 0 to 70 foot candles
Has 3 dials which have numbers for f-stop, shutter speed, and Exposure index.

I have no idea how to use it and can't find instructions online.
