What does "central or dominant idea" mean in photography?

I have a paper due, and I need to find an example of what "dominant" or "central idea" in photography. I have searched on google for a definition and have come up short.

By the way, don't consider this "cheating". I am simply asking for a definition so I can find the answer. Thanks.
