"It has too have a good picture".
I guess by this you mean resolution or clear picture for the photo...

"be able to store and edit photos"
All computers can do that, because all computers have a hard drive and can store data.

"and whatever else you need for photography"
You would need a decent amount of RAM for photo editing, I recommend 2GB of RAM minimum.

"and I'll be using it for music downloads as well".
Any computer would be fine for that.

"I was thinking the dell Inspiron - but like i said - i have no clue. THERE'S SO MANY TO CHOOSE FROM!!!! any suggestion?!?"

A dell Inspiron is fine and decently priced for a student, if you happen to be in college you will be able to get a discount as well (like 5-10% off).

#1 Get at least 2GB of RAM

#2 Get a laptop with a Dual core processor (there are single cores and dual cores, in lsimple terms, a dual core will be much better with high end photo editing software).

#3 Try to get a computer with Windows XP instead of Vista (unless you prefer Vista).

#4 For now try getting involved on your current computer with familiarizing yourself with a photo editing program.

Adobe Photoshop happens to be probably the most professional program but it costs around $600-$800 I believe.

The free alternative to this is http://www.gimp.org a free program that allows you to edit/add effects/ tons of stuff to photos.

As for finding a deal on a computer, keep an eye on

Remember to not get anything less than a DUAL core.

If it doesnt say
Core 2 Duo
Pentium Dual Core
or AMD X2

then dont get it... Get only the above as they are all dual cores.

For example on the dell website, the Inspiron 1525 that costs $499 comes with an "Intel® Celeron® 540" processor. This is not dual core, thus it will be slower and will not suit you well for photo editing.
