| I think you are asking two things One what is the best camera for a new owner who wants to learn how to produce photographs ... it that right? If so a good used 35mm SLR (Nikon or Canon) is a good start for under $200. Take a look on craigslist in a city near you. If you are asking about a good digital adjustable camera, then right now the Nikon D40 with a 18-55mm lens is under $500.
