slr photography questions about lenses?

I want to buy a new camera(had compact camera and a c8080 olympus and i want something more..)and i thought of buying Nikon D60..i would probably go for the D40 but I need the 10 megs (and i think it's better than D40x and cheaper than D80)because I am a graphic designer and I want to use them for large prints and lots of zoom/cropping will take place..
I dont want to spend lots of money..and I need to know mostly about lenses..the package that I have in mind is:NIKON D60 + lens AF-S DX VR NIKKOR 18-55 mm and the other one has one more lens on the package:AF-S VR DX 55-200 mm..
does it worth having the package with the two lenses??..
read at a review that the 55-200 mm is good for portrait photography too..what is the point for the small one?.
can someone give me some good mm lenses for the D60?..(general use,far and close up themes)
does that VR really works well?...(would walk on bad neighborhoods for some shots at night time..don't want to carry around tripods..
