Night Photography?

Ok..so basically, i need help

ive seen shots where, its night..but yet the picture has a nice brightness to it, but things arent blurred so you can tell they obviously didnt use a super slow shutter..

i want that..
haha

i'm like..forced to use a really slow shutter or else its too dark..but things like the moon and other lights really get blurred and big...

i want mine to be able to look like this

where you can see details on the moon...meaning the shutter is faily quick
