Photography - Photoshop!?

I love taking pictures, and I think I'm not a really bad photographer!
But I want know take another "step" and begin to use photoshop on the pictures. I saw some of a young portugues photographer and I loved it!

Here we can see the beginning photo and after some retouches! Had he done it with Photoshop? If yes, how can I do it. Any ideas?
To be honest, I'm really new at this stuff like photoshop, and I want learn more and more. If you know some sites it would be nice too.
