College Physics Question.?

An underwater scuba diver sees the sun at an apparent angle of 45 degrees from the vertical. What is the actual direction of the sun?

ok...do you use n1sin1=n2sin2?

i did sin2=n1sin1/n2

sin2=1.33(sin 45)/1
sin2=.94
theta=sin^-1 (.94)
and I get 70 degrees

the answer is supposed to be 19.5! What am I doing wrong? Or am I using the complete wrong equation or something?
