Do the Laws of Physics apply everywhere in the Universe?

Why or why not?

My brother keeps saying, "we don't know that the laws of physics apply in another section of the universe because we haven't explored it yet". "We only conducted experiments in places that we have explored". "For example, if we lived in a place where everything was blue we would think that everything else is blue".

My argument is that his example doesn't make any sense. I believe that the laws of physics apply to everything in the universe. He told me that objects of larger masses could probably be attracted to smaller masses. I proved him wrong because in order to have that larger mass, smaller masses would have had to attract to each other making a larger and larger mass.

What do you think?
