| Why do democrats make it sound like George W. Bush was the only President to use signing statements? Several sources trace “signing statements” back to James Monroe. Interesting early statements that include discussions about presidential doubt about legislation and the issue of how the president should proceed are found from Andrew Jackson, John Tyler, James K. Clinton in his 8 years in office (381). http://www.presidency.ucsb.edu/signingstatements.php?year=2007&Submit=DISPLAY#q2 I didn't say the democrats said Bush was the only President to use signing statements, I said they make it SOUND LIKE Bush was the only President to use them. I'm 43 years old and don't remember the media ever reporting that Ford, Cater, Reagan, Bush 41, or Clinton ever used a signing statement. Most of his "controversial" signing statements have to do with the war or intelligence gathering. He believes, as do a lot of people, that Congress has no authority to dictate how the Comander-in-Chief wages war. As for them being unconstitutional, has that ever been determined by the Supreme Court? I don't believe so. Congress has the authority to field and maintain an army and navy, to declare war and to fund or not to fund military expeditions. I read nothing in the Constitution that gives Congress the authority to tell the president how to use the military, which, by the way, includes intelligence gathering. |
