Why are the Democrats in Congress so insistented that oil companies drill dry holes?

I am sure that the oil companies of ran tests on that 68 million acres and know that there is not enough oil to make it worth it. Yes there is a slim chance that by drilling they might find oil on those acres but with the cost of drilling a single well over a million dollars I don't know of many oil companies that will risk it when the odds are so slim. But that is exactly what the Democrats in Congress want the oil companies to do.
