My 2 cents --

Though Dan Quayle's term had so many unfortunate incidents -

Prior to his VPship - He was one of the Leading Intellectuals (That's Right !!) on Foreign Policy, Intelligence, and the Armed Forces.

The only better choice at that time, would have been Pete Domenici IMAO.
