I believe that if your sole source of income is through government aid programs, you wouldn't necessarily vote for what is best for the country. An individual in that situation would vote in a mass murderer if they said they would raise benefits.

To answer your question;

I personally don't think this way, but if I had to answer I would say that poor people vote more out of self interests than of the good for the country therefore they would be swayed by promises of wealth given to them, than by wealth achieved through effort and sacrifices.
