your opinion is needed, regarding friends helping each other?

a friend in washington state (first friend) needs to come to los angeles, to settle a pertunity wage garnishment court case, (its not his child)
and the other friend (second friend) who lives in los angeles is only willing to let him stay with him for 72 hours at the most, for what i can only disern as selffish reasons, (likes to walk around his apartment unincumbered, does what to have to wait to use his own bathroom, etc.) I have put up the first friend and other friends in the past, and the first friend has done the same. Is there something wrong with the second friend who really won't help the first friend? or is being selfish the norm nowadays? The second friend always talks about how people are fake christians and so on, but when called upon to help, will not.

p.s. i live in florida, can only offer relocation for the first friend.
