can you take an online post-secondary education program in a foreign country?

My friend lives in sweden, he needs education and can't do it because his work interferes with his time where he wouldn't be able to take classes in sweden, also he's about 30 years old..

Would he be able to take online part time programs in places like Canada or the USA? That would be good in Sweden?

how do you think of his situation? D: ... he says that in sweden, u must be handsome and tall in order to get a very good job.
Also, that he needs to stay in Sweden and not be part like a citizen/resident in Canada or USA...
