How do I design/get a scanner to scan TCG cards a to PC?

Im trying to make a project based on the "Yugioh" Duel Disk design. But with USB/Scanners/Software/Custom cards. I have a basic outline of what could make it happen, I just don't know the exact technicals. Is this possible, or is there a way I could get started?
