College with the best psychology department?

I live in Southern California, and recently was accepted to the three above listed schools. I also received scholarships;
USC is offering to pay half my tuition;
Notre Dame is offering 30,000 a year;
Vanderbilt is offering 40,000 a year.

I want to major in psychology, as I'm interested in Abnormal, Cognitive, Personality, Social, and Clinical Psych. I'm sure I'll narrow those fields down after an intro to psych.
Which school, weighing prestige, financial aid, and rating of psychology programs, do you think I should attend?
