does the coma come after the quotation mark like this: ", or the inverse

like this: ," and is this sentence... ... correct?

It depends where you live...if you living in america it would be on the inside of the qotation marks like, Josh said, "what time is it," and laghed. But in some other countries it would be like, Josh said, "what time is it", and laughed.

It comes before the quotes. Always before! Example:

"We went shopping last Saturday," Jill said.

The comma should be placed before the quotation mark.
There are some other mistakes in the sentence.
Does should be capitalized.
Comma is spelled with 2 m's. The word coma means that a person can't wake up.
I don't know why you put a colon at the end of the sentence. It's an asking sentence so it should have a question mark.
