What is the proper use of quotation marks in French?

I often have to transcribe French and I usually just use proper English-style punctuation for quotations, and I've never had any complaints, but I'd like to know what I'm actually supposed to do.

For example:
Et ce que je remarque au Canada, c'est vraiment une caractéristique nationale, dès qu'on dit, "Ah, alors vous êtes francophone?" on dit, "Oui, mais…"

«Ah, alors vous êtes francophone»
Jean m'a dit : «Il m'a dit : "Salut, ça va."»
