Were there religions that enforced social norms before Judaism?

Aside from giving "historical accounts" of the Exodus and other events, the Hebrew Bible is known for the enforcement of social norms through the ten commandments and other various verses. Was this a new concept? Had other religions enforced laws about murder, stealing, adultery, etc.? If so, please let me know which religions, and if you have any specifics, I'd like to know. Thanks.
