Does religion tend to put words into God's mouth?

When a Theist speaks about what God wants, such as saying "God hates fags." (yes I know, words of a few), doesn't it only serve to validate their own personal stances on morality by twisting the words they consider to be infallible?

How does one keep the ideas of the Bible in context without presenting the entire book?
