XP Pro has no "Local Security Properties." How can I add this snap in?

XP Pro has no "Local Security Properties." How can I add this snap in?

While trying to set up a home network I discovered the PC has no "local security policies." The icon is there, but it is completely empty. HKLM\System\CurrentControlSet\lsa is missing from the registry. Is there any way to add this feature to the MMC short of a complete install?
Take back the Registry definition, Lsa is there under HKLM\System\CurrentControlSet\Control\Lsa
