Why does the name on my social security card have to match my driver's license in CA?

Why does the name on my social security card have to match my driver's license in CA?

when it doesn't in other states??? WA had no problem issuing me a license with my married name on it, but in Calif they won't give me one because my ss card still has my maiden name on it. How can states have such different requirements?
Richard, I just renewed my WA license AND changed my name to my married name a couple of months ago during a trip up there.
