Can landlord keep security deposit if I did not sign the lease?

After reviewing the terms in the lease there were too many things that would cause me to forfeit my security deposit, and I changed my mind about wanting to rent property. The landlord told me that if I didnt want the place he would get to keep the security deposit as I submitted an application which is agreement to lease the place whether I change my mind or not. Is this true?

no he can only keep a credit check fee if you never moved in or signed...

No you fill out an application not signed a lease. If he doesn't return the deposit file a small claims in court. Don't let him get away with it.
